Star Wars - The Kessel Run Explained?

Han Solo one said that he could do the Kessel Run in less than 12 parsecs.
However a parsec is a measurement of distance. Wouldn't there be a standard distance and one could only get their in less or more time.
Was Han just flapping his gums, trying to pull one over on the hillbilly Luke? Or is there more credence to this being an actual accomplishment?
It was an early episode of the Clone Wars series that got me thinking on this again, and what they demonstrate there may be validating to Han's claim.
